'People's Bills' Heading to Parliament in Fall

Mart Nutt, a member of the Constitutional Committee, said proposals drawn up by the People's Assembly and handed to Parliament by President Toomas Hendrik Ilves will be ready to be voted on this fall.

The committee discussed the 16 proposals on Monday, dividing them into categories and setting deadlines, Nutt told uudised.err.ee.

Amendments to the Political Parties Act will be discussed at the committee's meeting today. They include proposals made by the People's Assembly to increase monitoring of party finances and a motion to divert half of the state funds currently earmarked for political parties to election candidates based on the number of votes the candidates receive, regardless of whether they end up being elected.

Nutt said that the Political Parties Act could be rushed through before Parliament's summer break, but all other proposals will have to wait.

The People's Assembly is a project initiated by the President that recruited members of the public to weigh in on reforms in light of the 2012 political turmoil.
